“Pardoned” feels like the wrong word here. It makes him sound guilty but they’re letting him off regardless. “Released” would be a better term for it
Pardoned means he was probably going to be convicted as a means to have someone hang for the crime.
If they didnt cage him hed have probably been lynched by the infected.
Pardon is exactly the right word. The definition is “a remission of the legal consequences of an offense or conviction.” In this case, it’s a preemptive pardon preventing the conviction from happening in the first place.
Generals do not have the authority to pardon someone. It can only be done by the governor or the president.
The ending to the theme of “Mystery Science Theater 3000” instantly comes to mind – “If you’re wondering how he eats and breathes, and other science facts, just repeat to yourself ‘It’s just a show, I should really just relax.'”
In other words, suspension of disbelief is a wonderful thing, especially when it comes to such minute details.

it carries a stigma and in the past it was explicitly an admittance of guilt to accept a pardon and in some jurisdictions it still is.
