Even after Alastair got non bloods and sorcerers to live together, both sides have abused magic for things such as revenge and personal gain to the point some could care less about how many lives they hurt or destroy so long as it benefits them (Russel Barnes and Elsa to name a few). Even Alastair has used magic to get revenge on non bloods at least once as shown in Fractured.
To be fair, he was, well, FRACTURED in Fractured. He wasn’t really in his right mind, as that one shard happened to be the one piece that held the more evil side of him inside. There’s good and evil inside of everyone, and I’m not sure you can blame Alistair for lashing out with that one bad bone in his entire body after such an event.
