Too bad the stones don’t work on clothes. He could use the stones to transform into whomever wore them last.

If two people hold them, they swap.
If one person holds them, he/she turnes into the last person that used/touched it.
So… if he would lay one stone onto the uniform and touches it with the other?
Maybe that works since the clothes swap as well, the stones seam to recognize them as connected to the body?
Just that hunter transformed and kept his clothes…
