The breeding population on Mayverno must be a very small portion of the general population. Living hundreds of years and having hundreds of children would cause a population explosion that would be catastrophic!
According to Noreli’s dialogue, over slightly half of the Mayvern population can breed.
As for a population explosion, it would be catastrophic if the Mayvern were only located on one planet. But since humans at this time have expanded to over a thousand different planets, it’s safe to assume that the Mayvern have spread out their population to hundreds if not thousands of other planets. And when you spread that population out to that many planets, it is far more sustainable.
Perhaps there were restrictions before they had space travel. But still, at that rate they could populate the galaxy in few millennia. Possibly imposing the restrictions before they overwhelm other races?
Their species can easily be wiped out with a virus, do to their breeding pratices.
